L_INDEX is a rank-one, INTENT (OUT), integer array.
LOCAL is a scalar, INTENT (OUT), logical.
NCOPIES is a scalar, INTENT (OUT), integer.
PROCS is a rank-one, integer array whose size is at
least the number of processors that hold copies of the
identified element.
